About us
OVERVIEW
The Grenada Commission on Cannabis Legalization and Regulation (GCCLR) was established by the Cabinet of Grenada in October 2022. The Commission is tasked with conducting a rigorous enquiry into the social, economic, health, and legal issues surrounding cannabis use in the Caribbean and determining whether there should be a change in the current drug classification of cannabis, thereby making the drug more accessible for recreational, religious, research, and medical use.
PURPOSE
The Cannabis Commission in Grenada is tasked with supporting the government's efforts towards the decriminalization of cannabis for religious, private, and medicinal use, as well as exploring the potential of a hemp agro-processing industry.
The Cannabis Commission will:
Implement the government's cannabis decriminalization policy, ensuring it aligns with regional and international developments.
Identify deficiencies during public consultations, gather feedback, and ensure the legal framework meets the community's needs.
Monitor CARICOM's progress on cannabis decriminalization to promote regional harmonization.
Research international developments in the cannabis industry.

MISSION
The Commission is committed to developing a comprehensive, sustainable, and socially responsible cannabis industry that aligns with Grenada's social, economic, and public health goals through research, public and expert consultations.
VISION
GOALS

Enact cannabis decriminalization and establish a comprehensive regulatory structure for its cultivation and distribution.
Foster the growth of the cannabis industry with a focus on its medicinal applications.

Encourage and support training and education programs for farmers.
The Secretariat is mandated to
“Engage in an extensive consultation process with members of the Community and other key stakeholders at the national level to elicit the population’s view about current usage and reclassification,” and, “Advise on the design of a new legislative and regulatory framework using consultations.”
We aim to conduct research, public consultations and lead expert consultancies to provide the Minister of Agriculture with qualitative and quantitative recommendations on how we shall proceed in setting up Grenada’s Cannabis Industry.
